Commercial Manager - Ground Transportation
Ontario International Airport

An employee of this class plans, develops, implements and maintains the airport concession programs, ground transportation, car parking, rental car contracts, and related commercial passenger service of the Ontario International Airport (ONT). Incumbents in this classification report directly to the Chief Commercial Officer. The Commercial Manager conducts financial modeling and benchmarking, forecasts activity and revenue analyzing scenarios and alternatives, negotiates and documents key business terms, conducts budget compilation and management of both revenue and cost contracts, and oversees the lease management system.


Important and essential duties may include, but are not limited to the following:

  • Participates in procuring and developing concession programs including layout planning, preparing Requests for Proposals (RFP) and lease documents, evaluation of submittals, and contract and lease negotiations with tenants.

  • Participates in the oversight of the lease management system.

  • Manages allocated lease agreements.

  • Reviews business plans and comments on the opportunities and constraints, the process for Airport and Federal Aviation Administration (FAA) approvals, classification of land use types (highest and best uses) for both aviation related (aeronautical) and indirect, and concurrent aviation (commercial) uses.

  • Assists with the creation of new base maps, infrastructure planning and phasing, and commercial leasing standards; prepares development scenarios, concepts and design criteria.

  • Develops and analyzes policy alternatives; develops communication materials; supports stakeholder engagement efforts and develops project and initiative execution strategies.

  • Ensures risk and insurance compliance of all Airport leases and vendors.  

  • Provides revenue projections for the annual budget; prepares fiscal reports; resolves delinquent accounts; facilitates concession independent audits to ensure proper payment of fees due to the airport.

  • Provides information to potential tenants regarding leasing policies, procedures and responsibilities; resolves operational problems and tenant and general public complaints.

  • Leads and directs the activities of assigned staff; reviews work plans; meets with staff to identify and resolve problems; assigns work activities and projects; monitors workflow; evaluates employee performance and work products.

  • Participates in formulating and implementing policies, procedures, and controls in accordance with federal, state and local laws, regulations and guidelines; analyzes and implements new policies or regulation changes.

  • Responds to inquiries, surveys and requests from public officials, tenants, prospective tenants, appraisers, assessors, other airports and general public.

  • Represents the airport in meetings with a variety of agencies.

  • May participate in studies and analyses related to airline route development both domestic and international; and airline negotiations for route development opportunities.

  • May assist in analyzing changes in passenger characteristics such as international vs domestic, business vs leisure, Low Cost Carrier (LCC) vs legacy, and Origin/Destination (O&D) vs connecting

  • May participate in the renewal and re-negotiation of the airline Operating Use and Terminal Lease Agreement

  • Does related work as assigned.

  • May occasionally be assigned to other duties for training purposes or to meet technological changes or emergencies.

When Assigned to Ground Transportation:

  • Manages all aspects of ONT’s ground transportation, car parking and car rental business.

  • Administers the Car Park and Ground Transportation budgets and monitors expenditures in accordance with the approved budget.

  • Oversees ground transportation activities; ensures the proper movement of vehicles through terminal areas and the safety of the public entering or leaving terminal facilities.

  • Oversees all airport parking activities, including control, vehicle citing and towing, and revenue production and reporting.

  • Analyses and reports financial performance of key revenue driving contracts.
