    Job Description:

    Under administrative direction, responds to ground transportation appeals and conducts taxi driver hearings.     The Parking and Ground Transportation Revenue Manager is responsible for negotiating and administering revenue generating contracts and management agreements related to the parking and ground transportation operations of the Airport including the parking revenue control system agreement, the online parking reservation system agreement, the rental car concession agreements, the taxi operating agreements, transportation network operating agreements, and any other ground transportation related agreements as may be appropriate. 

    Responsible for contracts and agreements that currently generate in excess of $80M in annual revenue.  Works with internal and external stakeholders optimize revenue strategies, maintain contract compliance, ensure proper revenue collection, and resolve issues.  Must function independently at a high level; be able to multi-task and balance business acumen with people skills.  Work is performed with latitude for discretion, independent judgment, and action under minimal supervision; initiative is required.  Work requires extensive contact with internal and external customers.  This position reports to the Airport’s Business & Revenue Director.

    Reporting to the Deputy Commercial Officer (DCO), the Transportation Planning Manager will direct the Manager of Ground Transportation (MGT) and the Manager of Parking (MP) and provide support to the DCO and Aviation Commercial Officer (ACO) in the identification of best practices and innovative trends in airport transportation and development and implementation of strategies for the preservation and enhancement of transportation revenues at the Port Authority’s five-airport system (Newark Liberty International, JFK International, LaGuardia, New York Stewart International, and Teterboro Airports). The position also supports the DCO in managing the strategies and policies that govern the day-to-day processes of the Transportation Revenues unit.

    The successful Proposer will manage and/or monitor the ground transportation operations of limousine operators, San Francisco taxicabs, pick-up activities of non-San Francisco taxicabs and monitor TNC vehicles.

    We have an opportunity for two Lead Airport Traffic Officers in the Ground Transportation Department. The successful individual schedules, supervises and evaluates team members engaged in the enforcement of airport traffic and parking regulations.

    The selected candidate will have responsibilities for the following:

Completes and supervises movement of pedestrian movement and vehicles traffic around airport roadways and facilities; ensures the enforcement of airport parking, for-hire and commercial vehicle operation policies and regulations; interprets and communicates policies, procedures and regulations; investigates and resolves traffic and parking enforcement operation complaints;

    Required Education, Training and Experience:

    • • Graduation from high school or G.E.D;
    • • Three years of traffic control experience;
    • • Or an equivalent combination of training and experience;
    • • Airport Ground Transportation/Supervisory experience preferred.

    Senior Ground Transportation Planner at L&B will work on technically challenging operational and planning issues at airports around the world. Typical projects involve mitigating adverse traffic impacts on the curbsides and on-airport roadway systems, planning of facilities such as Ground Transportation Centers (GTC) and Consolidated Rental Car facilities (CONRAC), parking, multimodal linkage to the airport, and operational planning for commercial vehicles. In addition to technical projects, work involves advisory related to operating policies, non-aeronautical revenue development, opportunities and impacts of technology. 

    Essential Functions

    • Independent, self-starter with aviation landside experience 
    • Ability to communicate clearly, work well within a group and present externally in front of clients
    • Responsible for managing complex landside projects
    • Would develop scopes of work, budgets, methodologies and assist with marketing efforts
    • Serve as subject matter expert in the area of demand modeling (multimodal), specifically as it applies to parking, curbside, CONRACs and other landside facilities.
    • Independently organize, plan and execute, field surveys and data collection efforts
    • Perform data analysis, spreadsheet modeling, assist in simulation modeling of transportation systems, conceptual planning, and various ad hoc technical studies.
    • Create exhibits, draft reports, and other project documentation, ability to write is required.

    Educational/Technical/Experience Requirements

    • Preferred, Master’s degree in Transportation Engineering, Civil Engineering, Transportation 
    • Planning, or other analytical streams.
    • 8-10 years of relevant experience
    • High proficiency in spreadsheet modeling
    • Excellent statistical skills with extensive experience in demand modeling, including major statistical software packages (i.e. R, Python). 
    • Experience with traffic/transportation simulation and planning software (VISSIM, Synchro)
    • Experience with CADD software (AutoCAD, MicroStation, AutoTURN)
    • A good understanding of MUTCD, AASHTO “Green book”, ITE trip generation
