The Aviation Department of the Port Authority of New York and New Jersey is seeking a high energy strategic leader who has demonstrated strong communication, planning and execution skills with a passion for excellence and understands the importance of parking on the passenger and visitor experience.

Reporting to the Deputy Aviation Commercial Officer, the Manager, Airport Parking will lead a diverse team for the development and management of the airport parking program at John F. Kennedy International (JFK), LaGuardia (LGA), Newark Liberty International (EWR), Teterboro (TEB), and New York Stewart International (SWF) airports.

The team, led by the Manager, will maximize revenue while sustaining and elevating the customer experience, drive strategic change and maximize available resources to implement global best practices for operational excellence.

Specific responsibilities include, but are not limited to:

  • Develop and manage a comprehensive parking revenue program strategy, including the use of analytics, dynamic pricing, pre-booking, e-commerce/communication systems, the Revenue Management System (RMS), and advertising/marketing.
  • Develop and implement department and agency initiatives to elevate the passenger experience and drive operational excellence. Make strategic recommendations to management to employ best practices.
  • Manage and oversee all commercial parking operations at EWR, JFK, LGA and SWF, including multi facility parking related contract administration. Manage business relationships with operators and contractors.
  • Prepare and proactively manage the commercial parking operations budget and long-range forecast. Monitor revenues and expenses, evaluate performance, and identify trends. Collect, analyze, and report data, including key performance indicators to assist in making data driven decisions or recommendations.
  • Respond to data requests from internal and external stakeholders by analyzing and assembling customized data analysis and visualizations as appropriate. Produce analytical products such as dashboards, white papers, and reports as necessary.
  • Complete the full implementation of the $65 million Parking Access and Revenue Control System (PARCS) Replacement capital program. Manage Port Authority and contract staff on the installation of infrastructure and deployment of the system within the parking facilities and coordinate training for users of the system.
  • Coordinate with airport redevelopment programs and parking stakeholders for the successful management of parking and airport access during construction, disruptions, and operational changes. Provide parking best practices input during airport redevelopment design exercises.
  • Direct management of two, Band 3, Port Authority staff ensuring airport parking efforts align with current and future needs of the department. Oversight of contract staff located at the airports.
  • Engage with Port Authority Audit Department to support contract, revenue and technical audits of parking contracts, systems, and procedures.

The San Francisco International Airport (the “Airport” or “SFO”) is seeking proposals from qualified and experienced firms to manage and staff the Airport’s Curbside Management Program (“CMP”). SFO launched the CMP in 1999 to improve the customer experience at our busy terminal curbs by monitoring the services provided by permitted Ground Transportation Operators to ensure the services are efficient and professional.

Trained curb coordinators in the CMP manage curb space and staging lots used by taxis, limousines and Transportation Network Companies ("TNCs"), and facilitate transportation services for customers with special transportation needs (e.g., physically disabled, visually impaired and the elderly).

The successful Proposer will manage and/or monitor the ground transportation operations of limousine operators, San Francisco taxicabs, pick-up activities of non-San Francisco taxicabs and monitor TNC vehicles.

We have an opportunity for two Lead Airport Traffic Officers in the Ground Transportation Department. The successful individual schedules, supervises and evaluates team members engaged in the enforcement of airport traffic and parking regulations.

The selected candidate will have responsibilities for the following:

Completes and supervises movement of pedestrian movement and vehicles traffic around airport roadways and facilities; ensures the enforcement of airport parking, for-hire and commercial vehicle operation policies and regulations; interprets and communicates policies, procedures and regulations; investigates and resolves traffic and parking enforcement operation complaints;
  2. 2. Completes and supervises for-hire and commercial vehicles safety inspections; prepares and approves activities and incident reports; coordinates work activities with law enforcement agencies, internal and external stakeholders; responds to emergency situations;

Required Education, Training and Experience:

  • • Graduation from high school or G.E.D;
  • • Three years of traffic control experience;

  • • Airport Ground Transportation/Supervisory experience preferred.

Senior Ground Transportation Planner at L&B will work on technically challenging operational and planning issues at airports around the world. Typical projects involve mitigating adverse traffic impacts on the curbsides and on-airport roadway systems, planning of facilities such as Ground Transportation Centers (GTC) and Consolidated Rental Car facilities (CONRAC), parking, multimodal linkage to the airport, and operational planning for commercial vehicles. In addition to technical projects, work involves advisory related to operating policies, non-aeronautical revenue development, opportunities and impacts of technology.

Essential Functions

  • Independent, self-starter with aviation landside experience
  • Ability to communicate clearly, work well within a group and present externally in front of clients
  • Responsible for managing complex landside projects
  • Would develop scopes of work, budgets, methodologies and assist with marketing efforts
  • Serve as subject matter expert in the area of demand modeling (multimodal), specifically as it applies to parking, curbside, CONRACs and other landside facilities.
  • Independently organize, plan and execute, field surveys and data collection efforts
  • Perform data analysis, spreadsheet modeling, assist in simulation modeling of transportation systems, conceptual planning, and various ad hoc technical studies.
  • Create exhibits, draft reports, and other project documentation, ability to write is required.

Educational/Technical/Experience Requirements

  • Preferred, Master’s degree in Transportation Engineering, Civil Engineering, Transportation
  • Planning, or other analytical streams.
  • 8-10 years of relevant experience
  • High proficiency in spreadsheet modeling
  • Excellent statistical skills with extensive experience in demand modeling, including major statistical software packages (i.e. R, Python).
  • Experience with traffic/transportation simulation and planning software (VISSIM, Synchro)
  • Experience with CADD software (AutoCAD, MicroStation, AutoTURN)
  • A good understanding of MUTCD, AASHTO “Green book”, ITE trip generation
